Evaluating High-Risk Pools as a Health Insurance Option for People with Preexisting Conditions

Sponsored by a grant from The Commonwealth Fund, this project evaluated high-risk pool programs across the country. With options for eliminating insurance coverage denial for people with pre-existing conditions being debated this study investigated the feasibility and possible impact of utilizing high-risk pool models for when implementing this key and early feature of the Patient Protection and Affordable Care Act.
